The 15 Hive folder is located at the following path

Policy:- This directory contains SharePoint 2013 Server policy files.
Resources:- This directory contains the core.resx file used for creating language packs for SharePoint. by which different SharePoint sites with different languages and cultures can be create.
Template:- It contains the core web site functionality like the features, templates, configurations, resources of a web site.
UserCode:- This directory contains files used to support sandbox solution.
Web Clients:- This directory contains files related to Client Object Model.
Web Services:- This directory is the root directory where SharePoint back-end Web services are hosted, for example, Excel and Search.

My understanding, design permission level is not enough for "manage list", design cannot control user permission in list. I have also tested so in development environment.

To me, full-control is needed for managing list.

Of course, edit permission level is enough for "manage list items"

there are two paths in here one is who can manage items list or site and the other one is who can manage items and site and list itself.
So when it comes to list Edit is the min permission req for editing list settings and when it comes to manage site design is the min permission req.

It is tricky here if I have edit permissions I can also manage list along with Site (s) but if I have edit permissions I can manage list(s). so look for the choices in the answers.

Again don't confuse with Limited Access, "Limited Access is designed to be combined with fine-grained permissions to enable users to access a specific list, document library, folder, list item, or document, without enabling them to access the whole site" again it has to be combined with Edit or design to manage list or site respectively

Also distributed cache service is big one can't explain in 3 words. Must refer material it is very interesting topic
