ITIL 4 Foundation remains a live PeopleCert certification in 2026 even though ITIL Foundation (Version 5) is now available. The ITIL 4 exam is currently listed as 40 multiple-choice questions in 60 minutes, closed book, with a 65% passing score. That coexistence matters: candidates should study the version they are actually registered for rather than mixing terminology from two generations because both appear in current training catalogs.
ITIL 4 Foundation is built around a service value system rather than a collection of isolated processes. It asks how guiding principles, governance, the service value chain, practices, continual improvement, and the four dimensions work together to create value. A candidate who understands that operating model can reason through questions more reliably than someone who memorizes lists without understanding their relationships. The ITIL 4 Foundation is therefore best approached as a coherent management model.
ITIL 4 begins with the idea that organizations do not simply hand value to customers. Providers and consumers participate in relationships, combine resources, accept risks, and work toward outcomes. That distinction changes how many exam questions should be read. A technically impressive output is not automatically valuable if it does not support the outcome the customer needs or if the costs and risks are unacceptable.
Candidates should understand service offerings, products, outputs, outcomes, utility, warranty, cost, and risk as connected concepts. Utility concerns what a service does; warranty concerns whether it is fit for use under agreed conditions. Cost and risk can be introduced or reduced for both provider and consumer. Questions often become easier when the candidate identifies which side of the relationship is experiencing the benefit, obligation, or constraint.
Focus on value, start where you are, progress iteratively with feedback, collaborate and promote visibility, think and work holistically, keep it simple and practical, and optimize and automate are intended to guide decisions in many contexts. The exam rarely rewards applying one principle mechanically. A situation may call for several principles at once, and the best answer often balances them.
For example, an organization replacing a support platform should start where it is by assessing useful existing capabilities, focus on value by defining the user and operational outcomes, progress iteratively rather than attempting a risky big-bang change, and optimize before automating. The ITIL 4 Foundation principles become memorable when candidates connect them to realistic decisions instead of treating them as a seven-item recital.
Organizations and people, information and technology, partners and suppliers, and value streams and processes provide four perspectives that should be considered when designing or changing services. A solution that is technically strong but ignores skills, contracts, data, or workflow can fail even if the technology itself works. The dimensions therefore counter the tendency to solve every service problem with one favorite discipline.
Candidates should use the dimensions as a diagnostic tool. If a scenario describes repeated failures after outsourcing, the supplier and relationship dimension may be weak. If employees cannot use a new system, organization and people may be central. If work bounces between teams with no clear flow, value streams and processes deserve attention. The dimensions help locate the missing capability rather than prescribe one universal solution.
Plan, improve, engage, design and transition, obtain/build, and deliver and support are value-chain activities that can combine in different sequences to form value streams. The model is intentionally flexible. It does not require every service to follow one linear process from left to right. Different demand, products, incidents, changes, and improvements can activate different paths through the chain.
Exam questions may ask which activity has the strongest role in a scenario, but candidates should still think end to end. Engage can capture needs and maintain stakeholder understanding; design and transition ensures requirements are translated into a viable change; obtain/build creates or acquires components; deliver and support provides operational value; improve can influence every stage. The connections matter more than memorizing a diagram position.
Value streams are the practical bridge between the service value chain and real work. A value stream selects and combines value-chain activities for a particular type of demand or opportunity. Restoring a failed service, onboarding a new employee, launching a digital feature, or improving a supplier relationship can each use a different sequence. Candidates should not assume the same activity order applies to every situation.
This flexibility also explains why ITIL 4 is not a prescriptive process map. Organizations can integrate Agile, DevOps, Lean, project management, product management, and technical practices into value streams while still using the service value system as an organizing model. Foundation questions may test whether the candidate chooses a simple, value-oriented flow instead of adding process merely because a framework term is available.
ITIL 4 describes management practices as sets of organizational resources designed to perform work or accomplish objectives. Practices cover general management, service management, and technical management areas. The Foundation exam does not require expert-level mastery of every practice, but candidates need to know the purpose and key terms of the syllabus practices and how they contribute to the service value system.
Operational practice examples become easier when connected to real work. Problem management reduces the likelihood and impact of incidents by managing causes, workarounds, and known errors. Service request management handles predefined user-initiated requests. Monitoring and event management observes state changes. Understanding these purposes prevents the common mistake of choosing a familiar practice name that does not actually match the work described.
Candidates should also distinguish practice purpose from implementation detail. Two organizations can implement incident management differently while still pursuing the same purpose. One may use a centralized service desk; another may use product-aligned support teams. ITIL defines useful management capability without requiring identical organizational charts, which is why scenario questions often favor fit-for-purpose arrangements over rigid imitation.
Technical management practices such as deployment management, infrastructure and platform management, and software development remind learners that service management includes engineering work as well as governance and support. The framework is not only for service desks. The value system depends on technical capabilities that can build, deploy, operate, and improve the products through which services are delivered.
Improvement is not a project reserved for an annual transformation program. ITIL 4 expects services, products, practices, relationships, and value streams to be reviewed and improved continuously. The continual improvement model helps structure that effort by clarifying vision, current state, target state, actions, measurements, and sustained momentum.
Candidates should link improvement to evidence. If a service meets every internal target but users remain dissatisfied, the organization may be measuring the wrong outcomes. If a practice is slow, the first response should not automatically be automation. The broader Direct, Plan and Improve module develops this reasoning further, but Foundation candidates need enough understanding to recognize improvement as a normal management responsibility.
Improvement registers can help organizations make opportunities visible, prioritize them, and track ownership, but the register itself is not the improvement. Each item needs enough context to explain the current problem, expected value, effort, risk, and evidence of success. Otherwise the list becomes a backlog of good intentions that competes poorly with urgent operational work.
Foundation candidates should also understand that improvement can be small. Simplifying one approval, clarifying a knowledge article, tuning an alert, or removing a duplicated step can create measurable value. ITIL 4 does not require every improvement to become a transformation program; iterative changes with feedback are often safer and faster.
A 40-question exam leaves limited room for weak terminology. Candidates should know the difference between incident and problem, output and outcome, utility and warranty, customer and user, sponsor and consumer, service offering and product, practice and value-chain activity. Many distractors are plausible only if these distinctions are blurred.
A practical study method is to explain each term in a scenario rather than as a dictionary definition. Describe who the customer is in one service, what outcome they need, which costs and risks are being handled, which value-chain activities support the flow, and which practices contribute. That method creates a connected mental model that is easier to apply under time pressure.
PeopleCert now offers ITIL Foundation Version 5 alongside ITIL 4 Foundation and provides a Foundation Bridge route for ITIL 4 holders. This means candidates planning a new certification journey should compare the current ITIL certifications rather than relying on an older roadmap. It does not mean an existing ITIL 4 voucher or learning path has become invalid merely because Version 5 launched.
The most useful way to handle the transition is to be version-specific during exam preparation and concept-aware in professional practice. The service-value ideas learned in ITIL 4 remain relevant, while Version 5 introduces its own framing for digital product and service management. The transition is a reason to verify the exact syllabus, not a reason to mix two exams into one study plan.
