CGFM: Government Finance Across Accounting, Budgeting, and Control

The Certified Government Financial Manager (CGFM) credential is AGA’s professional certification for people working with government accounting, auditing, financial reporting, budgeting, internal control, and financial management. It is not one examination. Candidates must pass three comprehensive exams: Governmental Environment (GE), Governmental Accounting, Financial Reporting and Budgeting (GAFRB), and Governmental Financial Management and Control (GFMC).

The credential also has requirements beyond testing. AGA requires candidates to agree to its Code of Ethics, hold a bachelor’s degree or equivalent qualifying education, and document at least two years of professional-level U.S. government financial-management experience before the designation is awarded. That structure means preparation should be built around the profession as a system: law and institutions, accounting and budgeting, and management and control all reinforce one another.

Government finance starts with the environment in which public money is managed

The Governmental Environment exam establishes the context that makes public-sector finance different from commercial accounting. Candidates need to understand levels and branches of government, the legal and constitutional environment, intergovernmental relationships, accountability, public policy, and the ways governmental organizations acquire and use resources. A technically correct accounting treatment can still be misunderstood if the candidate does not recognize the authority, purpose, and accountability structure behind it.

Preparation should therefore connect rules to institutions. When learning a budgeting or reporting requirement, ask which government entity is responsible, who receives the information, what legal or policy objective it serves, and what public accountability question the requirement is designed to answer. This makes the material easier to retain because facts are no longer isolated acronyms; they become parts of a system for authorizing, spending, monitoring, and reporting public resources.

Governmental accounting follows objectives that differ from investor-focused reporting

Government reporting has to serve citizens, legislators, oversight bodies, creditors, program managers, and other stakeholders. Fund structures, modified accrual concepts, government-wide statements, budgetary accounting, and the treatment of public resources therefore require a mindset that differs from ordinary for-profit financial reporting. Candidates should understand not only the mechanics but also why governmental reporting separates certain activities and emphasizes legal and budgetary accountability.

This distinction becomes especially important for candidates who also know the Uniform CPA Exam. CPA preparation can provide useful accounting and audit foundations, but CGFM focuses directly on the public-sector environment across federal, state, and local government. The two credentials overlap in professional discipline without being interchangeable; CGFM questions are framed around governmental objectives, authorities, controls, and resource stewardship.

Budgeting is both a financial process and a policy process

Government budgets translate policy priorities into authorized resource plans. Candidates should understand how budgets are formulated, reviewed, enacted, executed, monitored, and amended, as well as the differences among operating, capital, and other budgeting approaches. The numbers matter, but so do the legal and political processes that determine what those numbers permit an organization to do.

A strong study method traces one appropriation or program from proposal through execution. What assumptions support the request? Which body authorizes spending? How are obligations and expenditures monitored? What happens when revenue is below forecast or a program need changes? By following the life cycle, candidates can connect budgeting vocabulary to management decisions and are better prepared for questions that combine financial data with policy or compliance constraints.

Financial reporting must communicate accountability as well as financial condition

Government financial reports have to explain both financial position and whether resources were raised and used consistently with legal and policy expectations. Candidates should be comfortable with the relationships among funds, government-wide reporting, notes, budget comparisons, and other reporting components. They should also know that different reporting perspectives can answer different questions about the same government.

Instead of memorizing statement names in isolation, practice moving from transaction to presentation. If a government acquires a long-lived asset, incurs a long-term obligation, receives restricted revenue, or transfers resources between activities, ask how the event appears under the relevant measurement focus and reporting level. This approach builds the kind of conceptual flexibility needed when a question changes the transaction but preserves the underlying reporting principle.

Internal control turns policy into reliable execution

Governmental Financial Management and Control requires candidates to understand how organizations design controls over money, data, assets, programs, and compliance. Effective control is not simply a list of approvals. It begins with objectives and risks, assigns responsibility, separates incompatible duties, creates evidence, and provides monitoring that can detect whether the control is actually working.

Candidates should practice analyzing control failures. If one employee can authorize a transaction, record it, and control the related asset, the problem is not merely that a policy is missing; the design permits concealment. If a control exists on paper but is never reviewed, the issue is operating effectiveness. Scenario-based preparation should identify the objective, the risk, the control response, the evidence produced, and the consequence if the control fails.

Audit and accountability require evidence, independence, and follow-through

Government financial managers interact with internal auditors, external auditors, inspectors general, program reviewers, and other oversight functions. The exam therefore expects candidates to understand audit purposes, evidence, findings, corrective action, and the relationship between management responsibility and independent assurance. Financial managers are not automatically auditors, but they must know how reliable records and controls support auditability.

When studying audit topics, separate the roles. Management owns processes and controls. Auditors evaluate and report according to their authority and engagement objectives. Oversight bodies may act on the resulting findings. A well-prepared candidate can explain why evidence is persuasive, why independence matters, how a deficiency differs from its root cause, and why remediation requires more than closing an action item administratively.

The three exams should be studied as a connected sequence

Candidates often divide the CGFM into three independent study projects because the examinations are scheduled separately. That is practical for pacing, but the knowledge itself is interconnected. The governmental environment determines authority, accounting and budgeting show how resources are planned and reported, and financial management and control determine how operations are governed and protected.

Cross-exam review is therefore valuable. A budget execution problem can involve statutory authority, accounting classification, internal controls, and performance information at the same time. A reporting issue can reveal control weaknesses or policy constraints. Candidates who periodically revisit earlier material build a stronger mental model and reduce the risk of treating each exam as a vocabulary test that is forgotten immediately after the appointment.

Eligibility and experience should be planned alongside exam preparation

AGA requires degree documentation before candidates may take the examinations, and professional experience must be documented before the designation is awarded. The experience requirement is not simply ceremonial; it reflects the credential’s emphasis on professional-level government financial management. Candidates should review the current application and verification rules early so administrative steps do not delay certification after the exams are complete.

The same planning principle applies to scheduling. A candidate can sequence the exams around work responsibilities, budget cycles, audit seasons, or other professional demands. It is often better to give each exam a defined preparation window than to stretch all three across an indefinite period. A structured schedule also makes it easier to keep earlier material active while progressing through the program.

Maintaining CGFM means continuing to learn after certification

CGFM is a maintained professional credential. AGA requires active certificants to follow its ethics requirements, renew the credential, and complete continuing professional education. The current maintenance framework calls for 80 hours of CPE every two years in government financial management or related technical subjects, which reinforces the idea that the body of knowledge changes with regulations, standards, technology, and public-sector practice.

That expectation should influence exam preparation from the beginning. Candidates who learn how to find authoritative guidance, interpret changes, and connect technical rules to government operations develop habits that remain useful after the test. The best outcome is not merely remembering enough material to pass three exams; it is gaining a coherent framework for managing public resources, explaining decisions, and adapting when the rules or operating environment change.

Government finance also places unusual emphasis on stewardship and the public purpose of resources. A transaction may be legally authorized yet still raise questions about efficiency, transparency, performance, or public trust. Candidates should be comfortable with the idea that financial management is not limited to producing compliant statements. It includes helping decision makers understand whether programs are achieving objectives and whether resources are being protected and used as intended.

Performance information deserves particular attention because budgets and financial reports do not by themselves show whether a program worked. Measures can describe inputs, outputs, efficiency, quality, or outcomes, and each answers a different management question. A large increase in activity may look positive until cost, quality, or outcome data are considered. Exam preparation should therefore include examples in which the candidate decides what information is needed to evaluate a program rather than simply calculating a variance.

Because AGA updates the CGFM examinations periodically, candidates should anchor review to the current content outlines rather than rely on an old course binder. The current exams reflect government regulations in effect as of the beginning of 2024 following the 2024 examination update. That does not mean every government rule stopped changing after that date; it means the exam has a defined reference point. Knowing the official outline helps candidates separate testable scope from later developments they may encounter at work.

Candidates should also learn the language of federal, state, and local government without assuming that one level operates exactly like another. Revenue sources, budget calendars, statutory authority, reporting requirements, and oversight structures can differ substantially. When a question describes a government entity, identify the level of government and the nature of the organization before applying a rule. That simple step prevents private-sector assumptions or federal practices from being carried into a state or local scenario where they do not belong.
