The reason is you need to create "Named site collections" because of the URL given, the New-SPSite does exactly that, try in a PowerShell window the following get-help New-SPSite -examples (scroll at the end & see example): "

I agree, B is the right answer. Why? If you take a domain user and make him Site Collection admin in Site Settings, he can log in and administer the site colleciton. He CANNOT logon to the CA and enable/disable the recycle bin. If you make him site collection admin through CA, he will be able to logon to the CA and manage the recycle bin at that level.
If anyone knows different please feel free to correct me.
I wonder how many people here are simply memorizing the answers and how many are actually studying it?

Well - I am not sure.

A) backup-spsite will backup the whole site but there is no granularity to backup lists
B) There is no cmdlet called backup-spweb
C) Export the list will work but requires administrative effort
D) This will back up the farm, but there is no granularity to backup lists

I wonder if "B" should be "task scheduler with export-spweb" because that will surely satisfy all requirements of the question.

I passed this exam yesterday with 933 / 1000 using my "fixed" answers.
But because it was not 1000 / 1000 I think I may be wrong with some "fixes", probably the one with the User1 becoming a site collection admin, although I am not saying (NDA) that that question was on the exam!
If you want to puzzle it out, I have the result sheet that says what "area" I scored 100% in and which had some mistakes.

there is only room for 2 users via config in the CA, via config in the Site Settings of the site colllection, you can add more.
The CA version also states "all content", the site Settings page states "all websites", much like the question does.
it does feel like a "more than 1 way to rome" type of deal.

After google, it seems there isn't much difference between C and B, so maybe the question is copied wrongly?

Answer- from central admin, modify the sharepoint designer settings.
