It can also become a supply-chain problem if the image quietly accumulates unreviewed packages, embedded credentials, startup services and scripts that no one can explain. The first step in building a Kali ISO is therefore not choosing a wallpaper or adding another security tool. It is defining who will use the image, which environments they may test, which packages they actually need and how someone else can rebuild and inspect it.

Kali distinguishes Live images from Installer images. A Live image can boot a temporary environment without making the same installation assumptions as an Installer image. Both can be customized through official build scripts, but the repositories and workflows differ. Older tutorials that place every build behind one now-deprecated
live-build-config
path should be read as historical. The maintained Kali documentation describes the separate
kali-live
and
kali-installer
repositories and their current build commands.

Start with a build brief and an isolated test environment

Imagine an internal training team preparing a Live image for a contained network-diagnostics lab. Students need a terminal, packet inspection, common networking utilities and a supported desktop. They do not need automatically enabled remote administration, baked-in credentials or a collection of tools chosen merely because they sound impressive. The build brief can name the image type, architecture, source snapshot, authorized users, package groups, expected network access and evidence required before distribution.

Use a dedicated build VM or other reproducible environment. Record the base OS, package sources and build-script revision. Avoid mixing personal development repositories and ad hoc package downloads into the build. A package that installs today from an unverified third-party URL may be compromised or unavailable when a colleague rebuilds the image six months later. The reproducibility goal is not simply “the ISO boots”; it is “the inputs and intended changes are visible and reviewable.”

Choose a disposable virtual disk and an isolated test network for the first build. If the team uses a shared infrastructure account, it should not put long-lived cloud keys, SSH private keys or personal API tokens into the ISO tree. Anything bundled into a bootable image should be treated as exposed to anyone who receives or mounts the image. Credentials belong in a secure provisioning process after deployment.

Choose Live versus Installer deliberately

Decision

Live image

Installer image

Typical use

Temporary diagnostics, lab boot, removable-media workflow

Install a maintained system on an assigned machine or VM

Build repository

kali-live

kali-installer

Package selection

Live package lists and customization layers

Installer package pools and installation-time selection

Persistence

Optional, separately designed and protected

Persistent installed environment by design

Risk to manage

Media handling, runtime data and accidental persistence

Disk changes, update lifecycle and endpoint ownership

Live does not automatically mean stateless. USB persistence and writable overlays can retain secrets and artifacts beyond a session. Installer workflows can modify a disk, and automated installation settings can be particularly hazardous when they silently select partitions. The training team should test the exact boot behavior it intends to support and warn users before any image is used on a non-disposable computer.

Build from the maintained Kali tooling

The Kali project’s official custom ISO instructions explain dependencies, project repositories, build flags and package customization. For a Kali-based Live build environment, the example workflow starts by installing the maintained build dependencies, checking out the
kali-live
repository and invoking its wrapper script. The following commands show the shape of an ordinary build, not a guaranteed universal recipe for every host:

sudo apt update
sudo apt install -y git live-build cdebootstrap curl
git clone https://gitlab.com/kalilinux/build-scripts/kali-live.git
cd kali-live
./build.sh --verbose

Before running that sequence, verify the documented Kali mirror and repository origin, package signature trust, current dependencies and appropriate branch. The build process downloads packages and creates an image; it does not audit the safety or licensing of everything you added. If you need a reproducible monthly training image, pin the source state you intend to release, record package versions and rebuild from reviewed inputs rather than silently adopting every upstream change.

The Installer image uses the separate
kali-installer
project and its own supported build procedure. Do not feed Live-specific configuration into the installer expecting the same behavior. The documentation also describes distribution flags for recreating a supported snapshot; a snapshot name is not a promise of indefinite package availability.

Keep package changes small and explain them

Every added package expands the image, its update burden and its attack surface. Start with the standard distribution or appropriate metapackage, then add only a small number of tools required by the training scenario. The Live build project uses package lists under
kali-config
; the default variant and alternate desktop variants have distinct paths. An image rebuilt for a different architecture or desktop may have different dependencies, so capture the actual resolved packages after construction.

A package list should answer “why is this installed?” rather than merely enumerate popular tools. For a network troubleshooting lab, the justification might be inspecting TCP connection state, capturing ordinary DNS traffic in the isolated environment and examining local logs. If learners never use a large toolchain, removing it can make distribution and updates easier. If a tool needs special privileges, document that fact and teach least-privilege execution rather than giving every user a permanently privileged login.

It is tempting to copy configuration files, bash history and an instructor’s home directory into the image. That risks publishing credentials, internal hostnames, test datasets and personal data. Use synthetic configuration and documentation-only addresses. If the image genuinely needs shared certificates or public keys, confirm the intended distribution boundary and remove private material. Run a secrets scan and a manual review of the included files before considering release.

Understand overlays and build hooks before using them

Live images can include additional files through the build system’s configuration directories. Hooks can execute actions during the build and change the resulting filesystem. That is useful for creating a custom welcome message, a documented local configuration or a controlled classroom package, but hooks can also make a build difficult to reason about. A one-line script that enables remote login on first boot is not equivalent to harmless package selection.

Treat every custom hook as code requiring review. State when it runs, which files it changes, its privileges, what happens on failure and how to disable it. Avoid unattended account creation, password changes, arbitrary downloads and automatic network connections unless the explicit classroom design truly needs them and an owner has reviewed the risk. Do not turn on SSH automatically merely because it makes a demonstration convenient; use an individually authorized management route if remote administration is required.

Custom desktop themes and wallpapers are low-risk compared with identity or network changes, yet even those should use appropriately licensed assets and source-controlled configuration. Keep branding separate from scripts that alter users, services and network policy so the review can distinguish appearance from behavior.

Boot-test the image before sharing it

Producing an ISO is the beginning of validation. Boot it in a disposable VM and confirm that the selected image type starts as intended, that the required packages are present, and that unexpected services are not listening. Compare the installed software list against the build brief. Test normal user permissions, network isolation, DNS resolution, clock configuration, read-only media expectations and behavior after a reboot. If the image is meant to be used without persistence, confirm which data disappears when the VM stops.

Test negative cases too. A trainee should not be able to retrieve a private build-system token from the image. Startup scripts should not call an unapproved host. Removing an optional package should not break the lab’s basic networking. If the image provides an installer, verify partition prompts and wipe warnings using a throwaway disk rather than trusting the first successful boot screen.

Record the ISO’s cryptographic hash, build date, source revision and component inventory. A SHA-256 hash helps a receiver verify that downloaded bytes match the published image; it does not certify that the image is safe or that every included component was reviewed. Make that distinction clear in distribution instructions. Keep the original build configuration available so a colleague can reconstruct the released image without relying on someone’s undocumented shell history.

Maintain the image like an internal software product

Assign an owner for package updates, source dependency review and image deprecation. A build with outdated tools can be educational in a historically controlled lab, but it should not be presented as a current secure workstation. When Kali publishes a new release or changes its build tooling, check the release notes and rebuild intentionally. Re-run the same boot and negative tests before replacing a distributed version, and preserve a rollback or withdrawal path.

Document the approved environment in which the image may be used. Penetration-testing software is not inherently authorization to assess third-party systems; a custom ISO merely packages tools. In classrooms and corporate labs, use owned infrastructure or clearly consented targets, make boundaries visible, and avoid training scenarios that depend on stealth or uncontrolled access to external networks.

A well-made custom Kali ISO is smaller, easier to explain and easier to rebuild than a giant toolbox assembled without a plan. Start with a specific lab purpose, choose the right image type, track every change, inspect the startup behavior and verify the result in an isolated environment. The product of that discipline is not simply bootable media—it is a toolset whose content and risks the team can actually understand.

A customized Kali Linux image can be a practical way to give an authorized testing team a repeatable, controlled workstation.
