I know that link you provided says "Use the Startup Disk Control Panel in Windows or OS X Startup Disk System Preferences" but since it is an article for Boot Camp they really mean Boot Camp startup panel. It is also logically obvious since native Windows Startup Control Panel (answer D) won't communicate anything to Mac.
