  @axax Well, yes you could be right, but for me the questions still remains what "manage their own recycle bins" exactly means. If this just means that they want to restore data then site collection is correct, yes. But I would think that "manage" also includes general settings like number of days until items get delted automatically, this would only be possible in web application settings.

  Your dump says, answer is C: Site Collection, but I am pretty sure it´s A: Web Application.
  Because Exhibit says "each department needs to be able to manage their own recycle bin".
