I'm pretty sure that following Q has incorrect answer in all dumps

I think it's not true
Collations reported in the error are reported from right to left.
This means that s.OrganizationName is in SQL_Latin1_General_CP1_CS_AS and i.OrganizationName is in 'SQL_Latin1_General_CP1_CI_AS'.
In this case casting collation to the same type will not do anything and query will fail
It doesn't matter if you cast to "less restrictive" collation or "most restrictive".
You should cast collation of one side of the operator to make both sides in equal collation
So in this case i think correct answer is COLLATE SQL_Latin1_General_CP1_CI_AS
