  If you would read the question carefully, you will see that the key word in this is, resources. In other words, appearantly he can acces the network, aswell as internet. But not the resources ON the network

  Need help Please tell me why the answer is right in VCE file? Thank you.

You need to ensure that user PC can communicate on the network. What should you do?(not other info given. Possible the question is incomplete)
  A. Configure the computer to use the correct IP address of the DNS servers on the network.
  D. Run the ping 127.0.0.1 command on the computer.
  Answer in the Vce file is indicated as ‘A’, but I think it should be ‘D’. As you would use the ping command before you go checking/changing DNS or IP config. What would a real desktop support guy would do first? In almost same question the ping loopback is run before the DNS is changed.
