You can't download them until you have contributed a new .vce created by you to this site.

Then the site admin will react on your request, if made in the right subsection.

and does it have to be a new version with what in the site

i have contributed to the site but my request has never been met or even responded to. i don't think the site admin responds to your request anymore even if you contribute.
